Mission Statement

Improving risk management policiesAs a specialist underwriter committed to providing local government liability insurance on a mutual basis, Civic Mutual Plus will:
  • contribute to the creation of a safer community environment by improving the risk management policies and procedures of councils
  • respond to the changing needs of local councils and the communities they serve by responding to the insurance needs of councils and tailoring liability insurance to suit contemporary circumstances
  • ensure stability for councils in liability insurance through the provision of effective cover at reasonable premiums.

Core Business

Civic Mutual Plus is a specialist insurance underwriter established by local government to respond to its needs in relation to public and products liability and professional indemnity insurance.

CMP strives for effective risk management and claims management and regards the provision of training and education activities as essential to its core business activities.


Core Objectives

In conducting its core business Civic Mutual Plus pursues the following objectives:
  • To ensure the financial viability of the scheme through creative and prudent means
  • To maximise and retain membership of the scheme
  • To ensure the claims management activities of CMP and its members are conducted in a manner that recognises legitimate liability and minimises costs
  • To assist councils with the assessment of risks and their general management of liability exposures
  • To reduce the frequency and severity of claims by improving the risk management competence of councils with the long-term goal of councils achieving a status of self-regulation
  • To transfer information and build understanding through communication and interaction with members
  • To comply with all legislation affecting the scheme including as far as is practicable, the Australian Prudential Regulatory Authority (APRA) Regulations and the requirements to obtain and maintain an Australian Financial Services Licence.
